The aim of the presentation is to focus on a strategy for implementing E-Learning at South East Europe. The developed strategy will take into account the universal recognized University mission in achieving a so-called borderless education within the regional Balkans context, but also in a wider South East European and global context. A number of issues related to such a specific context for the regional Universities, such as its multilingual and multicultural environment influences the developing strategy and its implementation plan. Also collaboration possibilities among SEEU-Tetovo and South East European Research Center (SEERC) and ongoing research projects involving and taking into account the current situation of the region as well as the new developments, solutions and state of the art in the e-learning field will be discussed and reviewed.
