International Workshop on e-Governmant and its spatial Dimmension |
Scope
e-Government is “…the use of ICT combined with organizational change and new skills in order to improve public services and democratic processes and public policies” (European Commission). e-Government is very high on the political agenda, especially so in the countries awaiting accession to the European Union in the short and long term.
e-Government needs a deep understanding of the political and economic situation in a country in order to develop corresponding policies and plans, and it has to be implemented at both national and local level. However, it is often neglected that policies, plans, and actions also depend on the location, the place, and the particulars of a region: in a poor region, existing conditions and infrastructure may necessitate different actions than those implemented in wealthier regions. e-Government has an inherent spatial dimension. |
Objective
The objective of the workshop is to review the status of e-Government in the countries of South-East Europe in view of the oncoming European accession and to examine its dependencies on local conditions. Based on possible relation to prevailing conditions in a given country, the workshop will explore to what extent e-Government improvement is proportionate to these conditions. Case studies will be presented. The workshop is expected to lead to an agenda and project idea for spatially enabled e-Government. |
Aims
The workshop has the following broad aims:
- To explore the relation of e-Government development to specific circumstances and environment of a country.
- To point to relevant European Union Programmes.
- To provide insight into the technology dimension with regard to the ways in which ICT can support spatially dependent E-government.
- To examine the applicability of these concepts to a number of specific policy areas such as: social policy, migration policy, regional policy, economic policy, and environmental policy.
- To present case studies from the European Union.

Scope
eProcurement is the term used to describe the use of electronic methods in every stage of the purchasing process from identification of requirement through to payment, and potentially to contract management. Tools include marketplaces using techniques such as on-line auctions and e-Catalogues.
The application of e-procurement in Healthcare offers hospitals and ambulatory facilities several notable advantages: convenience, efficiency, transparency, broad selection, favourable pricing, information on new products and even more. The cutting edge of EPOS e-procurement platform involves applying software technologies that have some of the highest return-on-investment: optimisation and business rules.

Objectives
- Inform the South-East European countries about the EPOS e-procurement platform and its applications so far
- Gain feedback from the invited healthcare stakeholders
- Review the status of e-procurement in the Healthcare marketplace in the South-East European countries
- Examine dependencies on local conditions and investigate legal barriers in the South-East European countries
